Ir spite of the order given by the P'inister of Government on 13 September
1950 to the Director of the Guardia C'vil to store the circulation of
Cctubre, the newspaper is still being distributed. The latest issue,
-7,1s dated 13 September 1950, and source vas able to o':tain a copy
at the headquarters of Cctubre on 20 September 1950.
2. The r"arxist Jacobo Sanchez School, which began operating on 11 September
1.950, is still. holding classes, according to source, Fe noted twenty
persons leaving the class that tar held on the evening rf 19 September
at Octubre headquarters. Cesar Godoy Urrutia, Chilean Cor.!mun' st, attended
the opening of the school and made a speech for the benefit of the new
c t.udent s.
3. During the three day,, during which the Rio Pact swan discussed i.- the
Guatemalan Congress, from 13 through 19 September 1950, the Communists
managed to have a delegation of about a hundred-and-fifty to two hundred
persons in the gal? er^y, It was noted that the following' organizations
had representation:

wa being discussed, and had obvious_y been brought along by their leaders,

ratified on 19 September by a vote of fifty-six to two.
