1. At a meeting in flanking on 30 August of the Front Line (Chinese Communist)
Party Activity Committee of the 3 Field Army and the East China Mil.itary-
District, CH'III Yi gave reasons for the postponement of the invasion of
Taiwan0* The meeting before which he spoke was attended by eleven top
Communist officials of the 3 Field Army and the East China f1uitary District.
2.. CHIEN stated that at a recent meeting of Central Government authorities in
Peiping which he attended, it was decided that the aggressive measures of
the United States with regard to Taiwan had caused fundamental chances in
Communist tactical and strategical policy toward Taiwan. It was decided
that campaigns against Taiwan be postponed, but CIIPIN made it clear that
postponement was the most the United States would achieve.
3. This decision is based on political not military grounds, c ontinuod. CII'Ell.
The Chinese Communist Government, since its formation, has attenpted to
gain admission to the United flations. The Government has decided to fight
for a seat at the mooting of the General Assembly beginning 19 September,
and will try every Possible moans to realize this aspiration. For the
purpose of trying to eliminate opposition in the General Assembly the
Government will avoid taking any stem which night irritate it, until the
Chinese Communist delegation is definitely denied admission.
4. CII''f: stated finally that in accordance with this decision on the part of
the Central Govern ent authorities the 3 Field Army must step T the process
of training and preparation in Nrder to shoulder the task of the coming
invasion of Taiwan. 25X1 A
25X1 A Comment. SO says that a Chinese Cam munist official, in
lime 1Longo owe -pun, ose of preparations for the invasion of Ta.ivran,has
been devoting his efforts since 5 September to other matters, and states
that the invasion has been postponed.
