Chinese Conmunists were to tighten their cotntrcls of labor and student organizations so as to neutralize any infiltration by reactionary elements, and to absorb as many pro-Communist elements as possible in orraer to enlarge the field of operations? After the incident, the persons openly engaged in it were to withdraw to safety in Chinese territcry, which members of Communist organs in, Hong ron. and Kowloon were to notify their associates who had positions in. various u:batt welfare committees to ask the local residents to hold meetings demanding freedom of self-determination and asking the Chinese Cmtrio-fist forces to come to long Kong and K,owloca to protect Chinese nationals.
