grate to Thailand from or through Hong Kong be required to obtain a visa
fro:.i the Thai Consul at that Crown Colony. Before issuing the visa, the
Consul shall have obtained the advice of the Thai Police Department.
Applications by Soviets shall be refused.
The Foreign Office, in a reply dhted 9 June 1950, expressed its agreement
of the proposal.?
3.. Under the above restrictions, Rudolph and Lucia Milstein were interned by
the Immigrtk.ti,on authorities upon their arrival from Hong Kong on 13 June
1950,, The stateless Russians gave their ages as 38 and 37 respectively
and their birthplace as Vladivostok. Travel documents were issued by the
Shanghai International Refugee Organization of 16 December 1949 and are
-valid for one year.
