the stage of discussion and implementation b V the Central ecutive and

28 The first appreciable 'local reaction to the proposed reform is among
lower-level Kuomintang mewbara, most of whom are now inactive. Their
main desire is to disassociate themselves from the W. which they do not
consider capable of reforming itself or resisting a Communist attack0 While
not contemplating Immediate defection, they desire to have a clean political
slate in order to continue in their minor business enterprises when and if
