SUBJECT Relations between overseas Department of the
Kuomintang and the Singapore Chung Shit Jit Pao

1. The Overseas Department of the Kuomintang (K 2) in Taiwan has written to
the Singapore Chung. Shin; Jit Pao commending it for its KV propaganda
effort and asking whether or not KW activities can be secretly resumed
in Singapore.
2 o The Overseas Department also sent to the Chung Shins Jit Pao an Overseas
Ness Service pamphlet which outlined Premier CHEN Chang's policy as
follows: Military training for the protection of Taiwan and assault on
the mainland; and the attainment of political unity and economic stability,,
3, Taiwan propaganda circular No. 9, dated 25 March 1950, was also sent to
the Chm Shing Jit Pao. It asked KMf branches and newspapers to publicise
the vast improvements made in Nationalist China since C}IIM) Kai-shek
resumed the presidency and to expose the miseries of the people and the
corruption prevalent in Coimunist China. The circular stated that since
the signing of the Sino-Soviet Pact on 15 February 1950, large numbers of
Russians have arrived in China to occupy supervisory government positions.
Refugees from the Communist-occupied areas say that of the six thousand
Russian technicians who have arrived in Shanghais, two thousand are air
force ground personnel and anti-aircraft gunners; the reminder have been
absorbed into the Shanghai police and municipal governments
4o The EOM has not been able to pay the cash award previously recommended by
CHIANG Kai-shek for the Chung Shing Jit Pao.
25X1 A reported the finding of anti-Communist
propaganda in Singapore, distributed by the previously unknown Malayan
Anti-C zmnunist and Anti-Russian Column.
25X1 X It was later reported that US $5,000 had been granted
to the Chung Shim Jjt Pao. There has been a recent resurgence of
activity in the Singapore WT, but there is no connection apparent
between this activity and the WIT Overseas Department communication.
