REPORT NO.
On Boonmee Latiprasat, a contributor to Mahaehon, Lak Chai,
and Sian Thai,, introduced Kamwong (fnu), a member of the ee Lao movement
to ph` inda Chindanaseri*, thai translator at the Soviet Legation.
Kamwong informed Chinda that Maj. Gen. Viehien Muangkhot**, former commander
of a unit of the Free Lao forces, had been unsuccessful as a leader and
was nor considered unreliable. Kamwong requested Chinda to introduce him
to an official of the Soviet Legation with whom the Free Lao could carry
on "political relations". It is not known whether Chinda agreed to make
the introduction.*** Chinda, who is half Vietnamese, is probably not a
Communist Party member; however, -1e is a Communist sympathizer and he states
that he is now in the Communist "probationary" period
3~ According to Chinda, officials of the Soviet Legation serve as advisors
to the Communist underground movement, although they appear to be carrying
out a policy of non-interference

Comment. - states that Vichienas tree Lao troops
have been disbanded. According to this report, Vichien has tried free'
quently to contact Chinese Communists in China and Bangkok to secure
their support; however,, he was unsuccessful because the Communists did
not trust him.
#*~Comtment., The Soviets may not be eager to become involved with
such a small group as the Free Laos, since they already are working
in Indochina with the Viet t!!inh and the Chinese Communists. It is
quite possible that the Soviets are depending on the Viet Minh to render
the necessary assistance to the free Laosr. since the Viet IVlinh now
practically controls the Free Lao movement-
