None of the Soviets arriving from the USSR, however, became mem - bars of the SCA or took any part in its activities. : 5- The SCA organization includes several sections, as followsz a. Police Liaison Section (Otdel Dlya Svyazi s Vlastyami), which handles all police matters affecting local Soviet citizens, through two Chinese police liaison officers. The section is headed by Fancy. b. Cultural Section (Kultprosvet), in charge of political and cultural aotiv- ities. Personnel are: Vovennov fnu chief Krokhmal, assistant, head of the political sub-sectioni 25X1 25X1 25X1 Kilosanidze, fnu, assistant/ 25X1 o. Charity Section, which ki.sists the poor and needy; at one time it col- lected money fora home for the aeed, but this was never built. Chief is Volobrinskaya, fnu. d. Legal Section, which arbitrates legal disputes between local Soviet citizens and provides legal advice to Soviet citizens involved in Chinese courts. Its chairman is Yefimov, fnu, attorney, with members, also at- tornoes, D. V. Yerdyakov and Kruglyakov, fnu. e. Supply Section, which manages SCA property and arranges for distribution of bread, flour, and some vegetables at reduced prices but usually of inferior quality; since food is easily available in Harbin, this is re- garded as a service rather than a control measure. The chief is Kungin, fnu, one of the few no Soviet citizens participating in official SCA activities. Accounting Section. SCA secretary Lopashin takes an active nart, actual capacity unknown, here. g. Finance Section. 6. The SCA directs the operation of the one Russian-language newspaper in Harbin, Rusk2ye,Slovo (Russian aord), which is published daily except Monday. Its offices are at the corner of Diagolnaya and Uohastkovaya Streets. The SCA also publishes two Russian-language magazines, Rodnly!_Rech (Native Speech) and Sovetsklya Molodezh (Soviet Youth). Al]. three publications are almost en- tirely reprints from Soviet periodicals and are closely supervised by the cul- tural section of the Soviet consulate general. 7. A Soviet youth organization was formed by SCA in 194b, with Starikov, fnu, as chairmen; he was later replaced' I A development of the organization, modeled on the basis of the 1935 rules of the Soviet Komsomol, occurred on 20 February 1949, with the new title of Soviet Youth Association (Komitet Soyuza Sovetskci Molodezhi) (SYA). Applicants are admitted by majority vote. Those who fail in their examination may be given candidate status for three months and then must take the examination again. Vembership is limited to Soviet youth between fifteen and thirty; the number of members in Uarbin is estimated at a thousand, with an additional five hundred in ad- jacent areas. 8. Personalities previously identified include the following: ------- Aseryants, also Known as Gurgea eristoforovich Nagalyan, has been active since the war in Russian and Soviet organizations in Harbin, where he was employed in 1947 by the Soviet consulate general and, as legal counsel, by the Soviet railroad administration. I (he appears as Gurgea C. Aseerianz, also known as isiagolian. He has also been reported as Artzeriantz. Gevoruk was reported as chairman of the Committee of SYA in June 1949. Kiloaanidze, R. D., was reported in his present position in June 1949 by Reaskoe Slovo. itrokhmal was reported in 1946 as manager of the Orient Cinema and as possibly woraing for the Soviet consulate general in Harbin. Lvov was reported as director of the Chinese Changohun Railroad Central hospital in Harbin in 1947. Savohenko, Anna Frantzevna, was a member of the Nhite Russian Emigrant Committee in June 1946. Shirokolobov was mentioned in his nresent position in the Harbin press in June 1949. Starikov, V. V., was reported director of SYA in January 1947.
