1. The Chinese Communists In Macao have organized an action committee (?j
under the direction of HUNG Sen.* Its mission is to eliminate the Kuomintang
(RN?) influence among Chinese in Macao and organize the latter on behalf of
the Chinese Communist Party (CCF). Terrorist methods are being used against
KFT members in Macao. together with attempts to persuade the Macao Government
to expel them. At the same time pressure Is being brought to bear on all
political nenitrals to induce them to participate in CCP activities.
2. Both the CCP and ICMT in Macao have armed manes at their disposal. The KMTOs
gang devotes itself to the protection of a few of the Nationalist leaders.
Under pressure from Canton, the Chinese Communists are eliminating, by murder
and kidnapping, the unprotected Nationalists, but are afraid to attack the
KM.T?s -tag.
3. The largest gang in the Macao underworld is controlled by persons who are
politically neutral, and Macao authorities have been trying to use this gang
to maintain law and order In the Colony.**

** Comment. The situation to critical because of the possibility th? t
the Chinese Communists in Macao msy, under pressure from Canton, attempt
to liquidate all non-Communist elements in the Colony. The apparent aim
of the Chinese Communists In Canton to to run Macao under the present
Portuguese administration.
