1, When CHIANG Kai-ahek visited India in 1942, he promieed to declare Tibet
independent'. Topgyal, also known as Tobgay, and Rapga, also known as
Phuragba.. Pandatshang were exiled from India as personae non gratae on
aocount of their intrigues with the Chinese Aationaliatc
2- The question of the independence of Tibet was an reieed in 1948 when
the Tibetan Trecie kiseion wag An Aankieg, The negotiations were handled
by the eiongoliaa-Tibetan Affairs Camnission, the chief of which insisted
that the whole matter be kept eseoret A seoret treaty was eventually
prepared and signeo, The Pandatshangs- who were in Narking at the timn**d
pointed out that the Tibetan and Chinese teats or the treety differed:
where the Tibetan text spoke of Tibet's sovereigaty and autonomy, the
Chineee text dwelt on Tibet's ancient tier, of friendly dependence on
China. This evidence of ill-faith, coupled with the feet that the
Chinese Nationalist representation in Lhaen was not an embesay but merely
a lonel office of the eitnIstry of Internal Affairs, prompted the Tibetan.
Government to expel the Nationalists from Lhasa in July 1949. The
expieleion was probably also motivated by a desire to conciliate the
Chinese Cammunistr. who had by then captured Nanking.***
3. The Pandatehengs offer t upport the these Government was mode en condition
that Lhasa would agree to pay the Pandateheng forcee, who were reluctant to
migrate westward toward Lhaea unless properly compensated.****
The Pandateheuee, who are basically ardent Tibetan nationaliste. would resist
the Chinese Coweniste if Lhasa openly declared for lesistanoe agaiant the
Communiste end invitee the Pandatshange to help, or if India, Groat Britain
or the United States openly offered help either the Pandatshangs or the
1.1,asa Govern t*** They genuinely desire to eppoeo further Communiut
ertoroaohment on their territory. but, lacking modern erme and equipment,
are virtually power/0es to do 80, Tibet is in the same position,
