On 23 December 19)49, the first day of the University holidays, printed leaflets were posted in the buildings of the C.I. Parhon University in Bucharest. These leaflets, which reportedly were posted in other universities and large industrial enterprises, took the form of a reply to the celebration of Stalin's birthday. A large number of students were arrested at the Faculty of Medicine in Bucharest. The investigation at the Faculty of Letters produced no result., 2, During the vacation period students wishing to use the library were com- pelled to show their identity cards and their names were entered on special lists. When courses were resumed notices signed by the dean were posted, prohibiting students from standing in the corridors and ordering them to leave the classrooms upon the completion of lectures. 3n Such measures did not prevent the appearance of new leaflets at the Faculty of Law between four and six p.m. on Red Army Day at the same time that a meeting in honor of the Soviet Army was taking place. These leaflets were addressed to the "an-ay of jailers" Ia. The appearance of clandestine leaflets produced dismay in the Union of. Working Youth (UTM) and brought criticism from the Central Committee of the Rumanian fforkers Party. A twenty-four hour guard was stationed in all corridors and classrooms of the University. 5? Students have been organized into teams of thirty under the direction of a "responsible" who is assisted by "agitators". These officials are charged with maintaining discipline, stimulating political activity and reporting on students under their control. In view of the fact that there are few students active in the Union of Working youth, it has been decided to place the students in the. professors' trade union CONFIDENTIA1 CLASSIFICATION SEC T/CONTROL - U.): OFFICIALS ONLY, "___. . --- ~ _' T NSRS 15iSTRIBUTION 1 I AIR -~~FBI This document is hereby regraded to CONFIDENTIAL in accordance with the letter of 16 October 1978 from the Director of Central Inteiiig5noe b the j1 61*1&tF9Jrf$1 9 2 W/0; ,,: C
