THIS IS UNEVALUATED INFORMATION
1. The procedure for control of trade between North and South Korea has been
modified by the North Korean governmont and the forms much simnlified. Upon
entering the port of Wonsan (127-26, 39-10) in early January 1950, marine
traders were recuired to submit the following:
at
Three over-alt ?thotograPhs of the vessel.
b. Three photographs of each person on board.

Three copies of a fairly comprehensive personal history statement from
each person on board.

d. Three copies of a clearance into the tort and a cargo manifest.
2. Upon receipt ok these documents, officials of the Coast State Security Bureau
made a cursory inspection of the cargo. Since the tapers were apnarently all
in order, they were forwarded to the hen.: office in Pyongyang in the Department
of the Interior. A copy of each of the documents, stamped aPproved by the
chief at headcuarters, ani also stamped "People's Republic of Korea", was're-
turnpd for temporary retention by the contain of the ship.
3. The cargo was more carefully instected by the Coast Inspection Section and
passed, after payment of a general ad valorem tax of 23 Percent. This in-
cluded taxes ani trading exPenses incurred by the cormany in North Korea to
which the goods were sold. The cargo owners were free to transact business
with any firm they wished.
4. The stamped documents held by the captain while the ship wasp: tort were
required to be turned over to the southernmost checkpoint in North Korea
before the vessel proceeded into other waters. They were given to the State
'Security Bureau at Sokcho-ri (128-.36, 38-12). 50X1-HUM
Few North Korean trad3rs venture into southern waters because of the severe
treatment they receive if discovered by South Korean authorities.
