Pedro Edmundo Suquet, Venezuelan Communist labor leader, is at present Claims Agent and leader of the Sindicato do Trabajadores Petroloros (STP) do los >unicipios Simon Rodriguez y Cantaura, which is also called the STP do El Tigre. This is the leading red or Partido Comunista do Venezuela (-?,CV) - controlled syndicate in the San Tone El Tigre - Cuico Camp area of central Anzoategui. Souquet is also reported to control indirectly the red STP del :~unicipio Guanipa, or STP do El PPigrito, which has membership in the same area. 2. Souquet was born in the town of Tabasco, Lonagas, Venezuela, on 12 January 1915. His father was MMaximiamo Souquot, a Tabasco man; his mother, Ilaria do Souquet, was from San Joaquin, Anzoategui. He was employed by Creole Petroleum Corporation prior to April 1940, and worked for i.ene Grande Oil Company, S. A. as a warehouse checker from 21 June 1940 to 20 August 1945, when he was discharged. During this period he was treated for a severe case of syphilis. At the present time he resides at El Tigre with his concubine, Lila Pacheco. 3. Subject began his syndical activities in 1945. On 26 June 1945 he was an officer in the Sindioato de Obroros y Emp]s ados Petroleros (SOEP') do El Tigre, a white or Accion Democratica union. After his discharge, he was a professional worker in this union, but later transferred to the ST" do los I unicipios Simon Rodriguez y Cantaura, a competing union in the same area. At that time he stated he made the change because the STP paid him more money. 4. In the red union ho was an assistant to t=anuel Taborda, who was then the syndicate leader. He remained an understudy to Taborda until the latter entered the national labor field. Taborda is now a loader of Ct UTRAPET, the red union federation, and an active Communist. Souquet then became chief Claims Agent for the syndicate and has held that position up to the present time. 25X1X s. Souquet has a membership card in the PCV and is now a 25X1X 25X1X fervent Party member who follaws Party instructions blindly. Souquet was a candidate for deputy from the State of Anzoategui on'the PCV ticket in 1947, He was also a candidate for municipal elections on the Party ticket, an agent for Arui Este, former PCV newspapor, and at one time a representative to COSUTRA "from ;astern Venezuela.
