1. The Communists have conscripted 7,000 men in lftn i (121?25, 29-18), as
well as additional troops nearby; all are now receiving military training.
Communist troops occu'?ring Liuheng(122., 29-.) and Taohua (12217, 29-49)
Islands are conscripting boatmen there for combat use.
2. The new Communist Services of Sup',i,y Headquarters, established in December
1949 in the Tinghai area, has dieoatched workers to 'i.ngpo and Yuyao (121-
10, 30.02) to move suu~-)lies to the Tiz al battle areas. Ningpo and Tuyao
Com-~utiiet authorities conscripted 115 civilian laborers to form a stretcher
unit.
3. Communist commanders short of medical supplies have buried alive some badly
wounded men (C-6). As a result of this anti the failure of amphibious attacks
on Chinmen, Communist troop morale in east Chekiang is very low and some
soldiers are deserting. The deserters have "estroyed or set adrift boats
which were pre:nared for sea attacks (C..6) .
4. After the fall of Canton (14 October 1949) LAA'T9ien @ ). comr~ander of
the 1 Detachment of the Kr,angtung.Kiangsi.?Huaan Border Column, was trans-
ferred to the Hutyang (11426, 23-05) Military Control Committee. As head
of the committee, LAN collected Hong Kong (HK) $3,000,000 from the populace
for the Kwangtung Communist government. While taking the money to canton,
14&N absconded and fled to Hong Kong. He took this course because of his
dissatisfaction with the Communist administration in his arias (C-5)* The
case is under investigation by the Kwangtt, goverr ent. LAN, who is a
Communist of long standing from the Northeast, Is now seen in Hap-7 Valley,
Hong Kong.
