1. A meeting of the Central Executive Cor- ittee of the Partido Co iista de
C:;olormbia. (PC) wos called on 13 October 1949 to discuss the Corm-!uni t position
~rith respect to the presidential election scheduled for 27 lov her 1949. The
r eeting, attended by Gilberto Vida . hite, : i~i a Barrios, Julio C. Posada.y
Carlos Arturo Aguirre, Renato Arango, Pedro J. ,belles, Mercedes Abadia, Ventura
Puentes Vanegas, Jorge E. Bayona, Jesus Villogas Palacio and Filiberto Barrero,
25X1 X was led by Juan Francisco 1tu5ica, who was considered well qualified because of
his close friendship with uario l:chandia, Liberal ctn.. n.didato for president.
2. At the meeting, Vielra dhite pointed out that the PCC directors must decide
upon the Party policy without delay and o tated that the PCC Cannot remain
indifferent to the present conflict since it would be the first to be persecuted
by a fascist government. lie stated that the PCC should act on the assimntion
that tho inaiipuration of a new t overnment in Colombia will force the Party to
dissolve and go undergground, and added that the Coarmnist Party cannot expect
much leniency under. a Liberal administration since Echandia and other Liberal
leaders have declared them elves anti-Communist. Vieira White also stated that
Party propaganda. should be based on the fact that the FCC is caught between two
fundamentally anti-Com n mist forces: the Liberals, who have denied any connection
with the Connunist program but have not attacked the Corl*lunists, and the Con-
servatives, :rho have declared or man -rar on Corn=ism on all fronts. 'T'ile PCs,
threatened from both aides, can expect no aid from world Cornunist centers
because of tine world conflict betcreon imperialism anti Communists..
3. Vieira .dhite reiterated the necessity of organizing a secret intelligence
brigade ';within the Party to keep the leaders informed, as a replacement for
the too-called :hock brigades 41iich had previously boon maintained and which
could no longer function, as their use under present conditions *.?:ould only result
in a needlesz acrifice of valuable elements..

the importance of the nomination of Dr. Taurean Games as the Conservative
candidate for i reei dent. must be considered because his nave is expected to
increase Conservative enthusiasm. On the other hared, his nomination will
increase the appeal of the Liberal Party among those who consider Gomos to be
the greatest enemy of democratic institutions in Colombia. His nomination is
viewed as clear evidence that the Conservatives are sure of grinning the election
as Gomez would not expose himself to the possibility of defeat. tfiujica added

decided solely on the basis of the preference of the people. however, the
contest will be between the uriarniod POO-Ole, ovar-vhelningly Lita3ral, and the

convention, comes closer to the Co uniet program than does that of the Liberals"
Come and the other Conservative leaders have declared in favor of an openly anti

that he will defend capital. Main contradiction of principle: has been to the
advantage of the Conservatives. According to Mujica, the Gomez government
would have the following characteristics:
a. It would be of a corporative type, patterned after the system in Portugal.
b. It would be a Christian-Saeialist type of government, as opposed to 'ciarxist~
c. In the international field, it would favor the establishment of close, relations
with the United States.
It would be definitely anti-Semitic and anti-Commrnist, and .could suppress
the present slight masonic influence.
e. The present congress would be replaced by a corporative system,, such as
exists in Portvu a1 and foos;orly e?.Li.sf ed in Italy under fa ciszna
Mujica skated that he had received this information from Jose Socarras who is
now in Paris ; Socarras was reported to have written that the cc it>tAe of
Spanish exiles in France had ocrrxleted information about the d sct sions end
studies carried out by Lauretmo Cotrioe in Spain and Portugal on systems of govern
meat applicable to Colonbia.
