Possible confirmation of the report that a. secret Communist Congress was held
in !exico City carne from Gilberto Vieira White, who represented the Partido
Comunista de Colombia (PC) at the `exi.co City Peace Congress. He returned
to Bogota on 27 September and on 30 September grade a report to Party militants
on the work of the Congress. At that time, Vieira 14bite.stated that the Commu-
nist delegates held secret meetings during the sessions without the knowledge
of the other delegates, many of whom he clairred were imperialist agents.
Ostensibly the sole object of the Congress was the promotion of peace, but, e
Communist delegates took advantage of the meeting to discuss strictly Communist

Comment: Source originally reported that the new Secretary General
is the brother of Gilberto Amado Torres, a former P:'exican Ambassador to Chile.
This information was subsequently amended iy source who said that the
Secretary General is a prov inent Brazilian Conat_uni st, Jorge Arrado Torres.
Some confusion still exists about the identity of this individual, since the
Brazilian does not use the maternal last name, and is known simply as Jorge
An.-a$do. He has been frequently confused with Jorge Arrado Torres, a Mexican
national who was reported to be in Chile in July 1949, and whose name appeared
on the list of special correspondents of the new monthly newspaper Nuestra
America.

1. It has been reported by a Communist contact of a Chilean source that a
Latin American Communist Congress was recently held in ?!exico and that during
this Congress Jorge Arrado Torres* was elected Secretary General for Latin
.America. Others reportedly considered for this position were Liberio Justo,
they son of former Argentine President Augustin Justo, ynd Juan `arinello, the
President of the Executive Committee of the Partido Socialista Popular do Cuba.
26 It was further stated that Jorge Arrado Torres, the new Secretary General,
will soon make a trip throughout Latin America.
The Brazilian, Jorge Arrado, has been traveling extensively-in Europe and
reportedly visiting, among other cities, "oacow in June 1949 here he partici-
pated in the celebration of the 150th birthday of Pushkin, and Sofia in

Comrent: Although there has been no definite confirmation of such a
meeting, it is considered plausible that one might have been held in Rexico
City under cover of the recent peace congress, which began on 5 September,
