1. ifter the Communist occupation of Tsingtao on 2 June 1949, the Communist
Commissioner of Finance instructed the Central Hank to open immediately,,
However, the Nationalists had not left behind any records or funds, so the
bank must start anew.
2. The Communists are highly suspicious of all foreigners, and prefer to have
no relations with them at present.
3. So far the Communists have not indicated any deference toward the Soviets.
In the afternoon of 2 June, Lelchitsky and other Soviets began to display
large Soviet flags on their automobiles but, in the morning of 3 June, they
were refused permission to travel on the roads along with other foreign-
owned vehicles.
