From a political viewpoint, the discipline of Party members is of the utmost importance for the unity of the Party. It is, therefore, essential that all the Federations whould actively cooperate with the tCadres Commissions', keeping in mind that any reduction in Party activities would be an indication that the Ic-omradest have no clear idea of the importance of collaborating to the utmost for the strengthening ofthe Party. Strikes and demonstrations of a' political character have not received the degree of support by Italian Communists as was expected by the PCI Central Directorate. Consequently, Party executives have issued orders to all the Federations requesting that greater ttrevolutionary vigilance" be exerted upon the members of the Party under their jurisdiction. Moreover, in order to avoid the danger of the "Discipline Committees" applying sanctions, not equally uniform, against the unruly members or acting without having first received instructions from the general. assembly of the Sections and Cells (which is the body authorized to establish the kind of punishment Ito be applied), the PCI Directorate has issued the following directive: CONFIDENTIAL. hereby re.cq`raded to with the the Next Review Date: 2008 D, The Federations should not be satisfied with setting up a tVigilance Committee' or a 'Discipline Committee', which at the best, would only deal with the disciplinary aspect of the problem; to the Mutes, DATE 1DISTR. 8 JO'NE 1949" NO. OF PAGES 2 C* The disciplinary measures against the dishonest, the saboteurs and provocateurs must be decided upon by the Cells and Sections and not by the chief executives of the Party as has been done thus far. The punishments must be decided upon by the general assemblies of the Cells and Sections after full discussion. This procedure has the added advantage of exposin*"the misdeeds of the Communist traitors to the 'comrades' and-honest workers, warning the comrades on the methods employed by the enemies of the Party and strengthening the trevolu4 Xbes~*~s~ tionary vigilance!.; 25X1A ITIAL Approved For Relea CENTRAL INTELLIGENCE AGENCY -2- 25X1A The 'Cadres Commission' must have the specific task of controlling and assisting the Communist organizations in the epuration of unworthy elements. It must also be thoroughly acquainted with every member under its jurisdiction, following closely their activities, ascertaining their qualities and their defects, their political leanings, .their willingness or capacity of carrying out the directives of the Party and helping them in becoming trustworthy, capable members of the Party; The 'Cadres Commission' must follow the activities of the organizations of the adversary parties, study their methods of work and intervene as often as possible so that the enemy's plans are disrupted; and f. To the 'Cadres Commission' and to all the 'comrades' is entrusted-the task of counteracting any attempt to enroll within their ranks reactionary elements, keeping well in mind that these reactionaries will do all in their power to destroy the unity of the Communist Party. To this end, the activities of the police forces, the attempts against the lives of the executives of the Party and the Party organizations and all manoeuvres tending to disrupt the ranks. and files of the Communist Party, should be closely watched and action be taken forthwith with a view to bringing their efforts to naught.
