1. two Venezuelans traveling on a diplomatic mission failed
in their secret negotiations with the Bolivian Ministry of Foreign Relations
to obtain Bolivian recognition of the Venezuelan Military Junta.

2. The two Venezuelans, arrived
from. Lima on 17 April via Panagra Flight 317 and departed 24 April for
Buenos Aires and Montevideo. Their tour will also include Ecuador, but not
Chile, since the Venezuelan Junta believed there was no hope of recognition
by Chile in the near future.
