1,, The Confederacion de Trabejadores de Guatemala (CTG) has received instructions
from an unidentified source abroad to make a public announcement that it
would support the .you?et Union in the event of a war between Russia and
the United States
2. Victor Manuel Gutierrez, Secretary General of the CTG, was reluctant to
make such a declaration himself as the action would iirediately identify
him as a C3mmunisto Manuel Pinto Usage, head of the Comita Nacional de
Unidad Sindical (GNUS), was approached and he likewise refused because he
is frequently called a "foreigner" by his enemies '(he was born in Nicaragua),
and because he feels that such a declaration on his part would inr immediate
deportation.
Carlos Manuel Pellecer, honorary president of the CTG, also declined,
arguing that he is constantly being accused of being a Communist and that
he would only be playing into the hands of the eneny if he were to support
Russia publicly as requested. He could not see, moreover, how such action
would benefit the cause of labor in Guatemala. Consequently, CTG leaders
decided to ignore the instructions received.
4r, Pinto Usage is of the opinion that war between the United States end the
Soviet Union is a distinct possibility, and that if it should come the
United -States will undoubtedly exert whatever pressure may be necessary
to eliminate political and labor leaders of socialist'tendencies izr. Latin
America. He furthermore expressed his belief that the Guatemala labor
movement is steadily losing ground-that the rank and file of labor is
losing faith in its leaders and that the entire labor force which has heretofore
~~c,lc ~rl the government and the Partido Acciori Revolucionaris (PAR) with
great strength and support is now disintegrating,,
