1. An executive meeting of Nationalist Party leaders of the Province of Santiago,
Chile, was held on 29 March at party offices at Cafe Huerfanos 11 64. Orlando
Espinoza presided over the meeting, and 24 sector leaders were present. The
meeting was called to discuss recent political activities and to prepare
suggestions for presentation to the Party's National Executive Council.
2. One of the principal points brought out was the growing Nationalist Party distrust
of the Agrarian Labor Party. Several of those present at the gathering complained
that the Agrarian Labor Party leaders have lost their sense of proportion since
their surprising electoral gains in the 6 March elections. It was agreed that
exceedingly leftist elements, including Communists, have joined that Party,
It was felt that the Communist influence was responsible for the Agrarian Labor
policy of blind opposition to the government. Even the more fanatic Nationalists
condemned the open invitation to revolution contained in recent public.
declarations made by such outstanding agrarian Labor Party leaders as General
Carlos Ibanez del Campo and Jaime-Larrain Garcia Moreno
25X1A
Comment, The views of these lower ranking provincial leaders of' the
Nationalist Party are at variance with that of the members of the National
Executive Council of the party. While the lesser leaders are condemning the
Agrarian Labor Party for its present stand, Hedilberto Biama Merino and other
important national leaders are in favor of close col].a',oration with the Agrarian
Laborites. Bizama Merino and his group believe that. the presence of many
Nationalists within the Agrarian Labor Party offers an excellent chance to
influence and eventually to dominate this party, However, the decided
opposition on the part of the lower ranking Nationalist leaders may tend to
change the opinion of the members of the party National Executive Council.
