In preparation for war against the Chinese Communists, HA Tung-kaei and
VA ft-fang, Governors of Ninghsia and Tsinghai Provinces p respectively,
have moved. all the infantry troops which were in northern Ningheia to
the vicinity of ' 'inghsia City, the provincial cai Ital. The area vacated.
will be defended by cavalry units now at Shanpa (107"O8, X59) in eon-
junction with Mongol units in Ninghsia and Suiyuan. The We have also
moved a force to Pingl.iasg (106-29, 35?31) which will assume the defense
of southern Shensi Province. It is planned also to place a large number
of troops around the oil fields at Tumen (17-13, 40-15) in Kansu Province.
