The Emergency Republican Government in Sumatra (Pemerintah Darurat) is
located at Airbangis, near the Minangkabau-Tapanuli border, on the west
oast of Sumatra, about eighty miles north of Padang. Sjafruddin Prawirnegara,
er Minister of Economic Affairs, is the head of this government. He is
in contact with A. A. Maramis*, now minister of Foreign Affairs, t anelan
Itoyo, Special Minister*and Dr. Sudars'ono, Republican representative in

A. K. Gani, military governor for Sumatra, lives in the mountains above
Muaraaman, near the gold mines of Lebong-Redjan&*, in the Benkulen
Residency, Southern Sumatra. Gani controls the operations of about 30P000
Tentera Nasional Indonesia (TNI) troops which are commanded by Major General
Hidajat, the former commandant of the Guntur Brigade of the Siliwangi
Division in ;test Java. Hidajat's chief o1 staff is Lt. Col. Sibolon, a Batak,
until recently commandant of the TNI Brigade at Lubuklinggau, Southern
]umatra,

4. The TNI is planning extensive guerrilla activities including sabotage,
raiding parties, and kidnappings to paralyze Dutch efforts toward recon-
struction in Sumatra. Dutch counter-espionage is not able to cope with
the guerrillas,.

5. The Partai Komunis Indonesia (PKI) and the Iasjkar Merah with 1,000 men were
concentrated in Bukittinggih until December 1948. In February 1949, they were
located i# Taluk, Western Indrigiri, from whence they can attack Rengat, and
communicate with fellow Communists in Singapore and Malacca. These Communists
sold stolen rubber to TAN Kah Kee at Katong, Singapore, through TAN's son-in-

Southern Sumatra
The Hitam Brigade (Black Brigade). still occupies the interior Lampong
districts, with forward posts at Kotaagung, on Semangka Bay, Straits of
Sunda. Semaun Gahan, a fanatical Chinese who was trained by the Japanese,
is the commandant. The brigade includes three infantry battalions of three
companies each, armed with Japanese Meiji rifles and automatic guns. Forward
posts are also maintained at Gedonataan near TelokbetIg, Gunungsugih, and
Sukadana. These posts are manned by isolated detachments whose mission is to
observe and attack the Dutch.

The town of Benkulen is occupied by a Dutch marine battalion from Surabaya.
Palembang area. The TNI, with bases at Beliti%r*, Tembang Sewah3'~~ is waging
guerriihawarfare against the Dutch "Y" Brigade, commanded by Colonel
F. Hollinger. Lt. Col. Sibolon, commandant of the TNI brigade, claims to have
planned "a lengthy jungle warfare program against the inexperienced Dutch."

Djambi area. Abdul Razak, Military Resident Commissioner of the Pemerintah
Darurat for Djambi has a TNI brigade,at his disposal. The brigade is commanded
by Bambang'Utoyo. About 3,000 men are concentrated at Sungaipenuh in Kurintji,.
Central Sutra
Lt., Col. Alexander Kawilarang ( former commandant of the TNI brigade which
occupied Sukabumi in West Priangan, West Java) is in command of 'the TNI
brigade which retreated from Bukittinggih to Airbangis. He has about 2,550
men under his command,.
Northern Sumatra
A complete division of Achinese with artillery, medium trench mortars, and two
batteries of 34-inch coast artillery, is located in Northern Sumatra. This
division has not been attacked by Major General Scholten, lkledan, who commands
three infantry brigad'es:arid five newly-organized guard battalions composed of
partially-trained recruits,

1_. The island of Pulo Vie, where the Sang coaling station is located, is, in
Dutch hands. A gunboat is used to control the traffic with Uleuh-leuh. Pulo

representative in Singapore, attended the recent ECAFE meeting: in
Bangkok and it is not known whether he returned to Singapore or proceeded
to New Delhi.
