1. On or about 31 January 1949 the Ta Teh (Tat Talc) Institute (a Chinese
Communist Party-controlled institution), New Territories, Hong Kong, was
closed by order of the Hong Kong Government.
2. The institute was closed on the grounds that it had violated its charter by
attempting to indoctrinate the students with Communist dogma.
3. Around 3 February 1949 the president of Ta Teh Institute, CHANG Ki.noon*
(also known as CHANG Kei woon and as CHANG Ki-wun), left Hong Kong for
Communist-held areas in North China.
4. It is rumored that many Ta Teh officials have gone to Macao, where they may
try to reopen the institute.
