1. An order issued by NOF calls on its organized staff members to take proper
steps, in absolute secrecy, to organize the Slav-speaking population by
telling it that in the future a plebiscite will be held in .Uacedonia in
order for the population '.o decide if it wishes to remain under Greek
sovereignty or become an autonomous L`.acedonia, pointing out to them that
their advantage and their imperative duty require them to organize so that
they will vote in favor-cf Yacedonian autonomy when the plebiscite is held.
2. The same persons are making efforts to persuade the parents of students in
higher institutions to c mvince their children to give up their studies
and to return to their villages so they may be sent to the universities of
l'oscow upon arrangement;. of the Rebel Government, promising them that their
children's tuition and subsistence would be paid by the Soviet Government,
and that a lump sum would be paid to the parent as well as a monthly subsidy.
