Await my letter." 3. Castillo Ibarra followed the directive sent him by Arevalo, and traveled to Guatemala with Vicente Saenz, director of the Union Democratica Centroa>mericana, in'order to consult Arevalo and verify for himself that the plan was really going to be activatedo Saenz)who came to El Salvador at the invitation of Carlos Llerena, Rector of the National University, failed completely in his efforts to get a promise of funds from the Salvadoran governing junta in behalf of the Nicaraguan revolutionary movement. Contrary to previous reports, Dr. Galindo Pohl of the junta did not change his original stand against the granting of funds, and turned out to be the principal stumbling block in the negotiations. Comment. Castillo lbarra had been in Guatemala himself about 21-23 February, presumably to consult with Arevalo, after which he planned to return to El Salvador.
