PLACE ACQUIRE T fl, DATE OF I 25X1X6 LW 25X1A2g 1. The UDB in Ljubljana is convinced that the principal lines of the current infiltration of Cominform agents into Yugoslavia are via Trieste. The tasks of uncovering the Trieste cells servicing the Cominfortnists have been assigned to picked native Triestines (unidentified), who were recently dispatched to Zone A by the UDB. 2. V1ado Bidovec, a trusted Vidali aide, allegedly plays a prominent role in Trieste in this"Cominform operation". 3. The activists of the Communist Party of Yugoslavia in Ljubljana regard the liquidation of Markos Vafiadees as an effective blow against the Tito apostacy, and consider this more to be the opening gun in a concerted spring Cominform offensive. The drive, they believe, is already under way in many countries and will culminate with 'adeecisive action" against Marshal Tito during the Easter holidays. b. It is believed in Yugoslav Communist Party circles that Soviet experience with "popular heroes", such as the Greek Markos and the Polish Gomulka, will induce the Kremlin to adopt a system of "dual control"(sic) in all Satellite countries. Thus, a deficient leader and cadre can be replaced immediately. To counteract the Cominform moves, the Tito regime will employ, among others, such defense tactics as : a. Forcing through an agrarian socialization program, thereby neutralizing the Cominform accusation of failure to liquidate the kulaks; b. An imminent change of identity cards. The cards will be withheld from the politically unreliable, depriving them of basic necessities. This move is also intended to serve as a barrier to Cominform in- filtration from abroad.
