1. Serban Voinea (Gaston Boeuve), former Rumanian Minister to Switzerland
and previously a member of the RAdaceanu faction of the Rumanian Social
Democratic Party, is receiving financial support from Eufemiu Mihaileanu,
who is at present in Paris.
2. Under the Antonescu Government Mihasleanu participated in the administration
of confiscated Jewish properties. He made large sums from his manage-
ment of the grain export firm of Halpern Brothers. After the coup dletat
of 23 August 1911, Mihaileanu transacted certain business for the Rumanian
Social Democratic Party and is believed to have assisted in financing
that political organization. He became a personal friend of Stefan Voitec,
at present a member of the Presidium of the Rumanian Popular Republic.
He refused an offer of appointment as Minister to Athena, preferring to
go to Prague with a commercial delegation in 19116.
3. In 1917 Mihaileanu came to Switzerland with Leopold Filderman, a leader
of the Rumanian Social Denacraits. He remained in Berne with Serban
Voinea and travelled between France and Switzerland as a diplomatic
courier, reportedly using these trips for business transactions. Voinea
appears to have been displeased by Mihaileanuas travels in the guise of
courier.
4. Mihailcanu, who is approximately 45 years of age, is the brother of
Alexandra Mihaileanu, a member of the Rumanian Workers party.

Comment: Source states that Eufemiu Mihaileanu is not a Jew,
contradicting ormation contained in- He attended the
"Congress of Peoples of Europe, Asia and Africa" held in Paris on 19-
22 June 1948, reportedly as a representative of a "group of Rumanian
Social Democratic refugees".
