1. Effected on orders from the Landesleitung, the handling of Communist Party funds
in Rheinland-Pfalz has been taken away from local party treasurers and turned.
over to the local party chairmen (Ortsgruppenleiter). Chairmen are instructed
to raise money by taking up collections at meetings, soliciting moneyed party
members, and any other means at their disposal. Former a urers remain in
the party as ordinary members without a party office. Comment: It wa.s25X1X6
-previously reported, evidently in error, that former treasurers were dropred
from the membership lists.) If a local group needs a.dditi'O al funds for
mj&a"nda, it may apply throagi its chairman to the Landesleitung.

Comment: It is sur-nosed. that the CP Rheinland-Pfalz submits a
fictitious financial rer-ort to French Gouvernement Militaire in order to
continue to meet the requirement of a quarterly statement.)
2. OP headquarters at Bezirk level still exist for some Bezirke in the French
Zone. There is such a headquarters in Rheinhessen. Informant believes,
however, that these offices are retained merely to pad out the shrunken body
of the OP. The Bezirk offices have only "organization-a1" functions, such
as distributing propa.gand.a, keening membership rolls, and (until now) keeping
finance books. Policy decisions come from Land headquarters.
