Colonel Tyulpanov's speech to the S CID Parteitag arose from the disagree-
rent of Marshal So~zolovski and I a3or General Kotikov with Tyulpanov0
20 As Tyulpanov is hold responsible for the political error of the blockade and
the resulting econoric darate to the Soviet Zone, Sokolovski and Kotikov
tried to influence Ambassador Semeonov against Tyulpanovo Semeonov, op-
posed to the latter's policy, ordered the suppression of Tyulpanov's
speech at the Parteitag.

in Berlin on 29 January fighting to maintain his position?
4. On 28 January Hermann Schlirme of the FDGB said that inquiries of leading
SED Co riunists at Z TEA Headquarters, Karishorst, concerning SED policy met
with no reply. It is believed that no new instructions have been received
from I !oacow regarding irediate political steps in Berlin.
