1. Carlos H. Persia, an extra ns leftist who Baas imprisoned by the Colombian
Government for his participation in the 9 April 1948 uprising in Borota, was
scheduler to be released on 14 January 1949. The Legal Advisor of the A:ngy,
Oomes Brine, is protecting this release on instructions received from the
Uattoaal Directorate of the Caneervative Party. The latter believes Pareja
should be forced to so-ve the full sentence, which would last until 14 t;ay
1949.
2. Parefa has been extremely motive during his prison term in communicating
with sympathizers throughout Colombia who may support his candidacy for the
p saidenoy in 1950. Olmt quantities of propaganda are being prepared at
the Libr.ria Gran Colombia eulogising Parsja as the "man of the masses'' and
calling attention to the fact that he endured imprisonment for the masses.
Plans were made for a large manifestation and oelebrition on the day of
Parela's release. Pareja was to be escorted from prison to his home after a
trivnphwt procession tbrou@+ the streets of Bogota. ,
It has been ascertained through the Secretary General of the Partido Comuniata
di Colombia (PCC)9 Gilberto Yieire White, that the Party is manifesting
indifference to Pareja's situation at the letter's request. Pareja felt that
aegr publicity in the Party organ, Vencuardia del Pueblov might tend to
prejudios his case.
. It is interesting to note that the Liberal Parttiy, which
introduced the mmeety bill affecting individuals who were sen-

tenced for participation in the Bogota revolt,.failed to move on the bill after
it had been vetoed by the President. This was mainly because of the political
