Outwardly the parties are to maintain the present organizational structure
and all changes recommende ! are to be carried out secretly within each

All findings of the Sanction Commissions will be final in the matter of

Two phases of positive action for the parties to initiate were outlined in
aaa. The present phase of action is for a continued campaign to support
rovernments which are highly nationalistic and reasonably lenient to the
Communists . It is believed that under this policy the ,Party will wit
a certain number of nationalistic friends and be able to continue its
attacks against U. S. imperialistic interests which operate in many of the
Latin American countries. The promotion of extreme nationalism is counted
on to hinter cooperation between business interests of neighboring countries.
b~ The second phase of action will be to effect a eomplets stoppa- of war
supplies to the United States. This could be accomplished through the
infiltration of vital industries by local Comr,munists trained in sabotage
by Communist leaders. Members assigned to this work, according to the
direct".tas, should be carefully selected and trained immediately so that
they would have sufficient time to enter various industries without
raising suspicion.
