la latest reports from Mexico indicate that the date of the Communist-
sponsored Congress for Peace and Democracy, originally scheduled to be
held in January 1949, has been pet ^ne.k to March. As far as is known,
no national committee for the nomination of delegates has yet been named
in Mexico. Vicente Lombardo Toledano and Narciso Bassols have been
active in organizing the Congress, but at present are reported to be
doubtful about the attitude of the government. Lombardo, however, has
been working through his CI%L colleagues in the other Latin American
republics, and his received an encouraging response from leftist labor
leaders and intellectuals, particularly in Albs, Argentina, and Ecuador.
2. Evidently the general plan is that when each country has organized its
national committee and chosen its delegates, the national committee in
Mexico is to be advised. When preparations are completed throughout
Latin America to the satisfaction of that committee, General lazaro
Cardenas will officially announce the date for the Conferencia Continental
