The following report was previously distributed as "CIA Preliminary
Lissemination numbered OUT 78631 (State), OUT 73632 (National Defense),
and OUT 73633 (On)".
1. 8 meeting of revolutionary opposition leaders from Nioaragua, Honduras,
and the Lominios:n Republic was held in Guatemala on 22 December to dis-
cuss revolutionary iovoinenta against Somoza in Nioaragua and-Caries in
Honduras and the unification of opposition factions toward this end.
Those attending the meeting included Gen. Emiliano Chamorro, Gen. Juan
Rodriguez; Honduran Generals Toribio Ramos and rioiaes Cosner and Col.
Jacinto Godoys Rosen do Arguello Jr., Buenaventura 3anohez, Etguel Angel
?.rguello, Octavio Palos Lontiel, Julio Garcia, La j* Adolfo Baez bone,
L?ario Sousa, and Julio Oscar Laoayo. The last eight arrived from L'1
balvador by air on 21 December.
2. The leaders also discussed the desire of the Costa Rican goverment to
rebuild the Caribbean Legion for action against aomoze and Carias.
Arguello Jr. requested President Arevalo of Guatemala for an audience.
