1, On 17 December the Ministers of Panama dnd Venezuela in El Salvador offered
recognition to the military Junta government of El Salvador as soon as
official advice of the change in government and guarantees of international
obligations were received by the respective governments,
2, The Costa Rican Minister to El Salvador was believed to have made the same
offer.
It is probable that Guatemala will recognize the Junta immediately,,
