In addition to the "Control Corarnissions", "Investigating Cornissions",
"Srreenin/,r Go seioas", and Party Courts, the Personnel Counissions
(Personalkomnissionen) represent another SED agency for personnel
problems.
2. The Screening Commissions were newly organized for the purpose of
purging or reactivating the }arty, but the Personnel Ccafrnissions are
a permanent party a*'ency. They are found on all levels of the party
from Iandesverband to City District, inclusive. Some is not acquaintetl
with the prescribed size of the Personnel Commissions on all levels, but
knows that a City District Personnel Commission is corr-osed of three xm.'
bars. The overt functions of the Personnel Commissions are the evaluation
of members for functionary posts, school attendance, and governmental asa:,icn-
nentes as well as the maintaining of personnel records.
3. In addition to their overt assignments, the Personnel Cornissions handle
secret, out-of-channel investigations of Party members and other persons
whose reliability for srecial reasons must be established. For this
covert work at least one r*ember, and sometime all members, of each' Pero
sonnel Commission is commissioned to handle confidential asssignmerxts. R-,-
quests for secret investigations are passed down through Personnel Coms-
sion channels without Informing the regular Party authorities on the var-i.ous
levels, and the results of the investigations are returned : inilarly.
