There is no mass recruiting comparable to that which took place at the time of the Cayo Confites Incident. Bejarano stated that President Carlos Prio Socarras does not appear to be too enthusiastic about Cuban participation in revolutionary activities in Central America, Bejarano asserts that Eufemio Fernandez, one of the leaders of the 1947 Dominican revolutionary attempt, continues to be the most active Cuban and should be considered the leader of these affairs in Cuba. (_ Comment. it has been reported by another source that Dr. Carlos Prio Socarras, then President-elect of Cuba, Eufemio Fernandez, Juan Bosch, and a person who is believed to be a Venezuelan allegedly attended a secret meeting near Habana dealing with Cuban and Venezuelan participation in the revolutionary activities in Central America*) 2. On 2 lovember 1948, Fernandez informed source that the Central American revolutionary plans would get no support from President.Prio until all elements ceased fighting among themselves. According to Fernandez, there is no possi- bility of any immediate action against the Dominican nepublic by the Caribbean Legions 3. Bejarano stated that the followin:' persons were active on be&,alf of Fernandez' plans; Daniel Martin, a Spaniard, one of Fernandez' most important aids. Martin, who was second in command of Fernandez' battalion during the summer of 1947, fought with the Spanish :republican Army and is allegedly a Communist. As of 1 November 1948, Martin spent two months in Venezuela, Mexico, and Costa pica. Guillermo Yenary, an Italian, another important aid to Fernandez, Comment. On 1 November 1948 Martin and Yenary were in Venezuela.) Bejarano advised source that when President Prio assumed office, he assigned twenty-six "botellae," or sinecures, to Juan Bosch. It is reported that Bosch distributed these sinecures among Dominican exiles. Fernandez reportedly has been buying -Spanish guns through (fnu) Armentina, an employee in the Cuban Customs. Armentina is not a revolutionary but is in 25X1A6a the gun running business. Comment. The Spanish guns came to Cuba on the Spanish vessel, MARQUES DE COMILLA. b, According to Bejarano, Fernandez' schooner returned from Panama and is now in Cuba, at an unknown port. Fernandez, who has been in Miami, Florida, is expected to return to Cuba from Guatemala, on 10 November 1948, after having visited other Central American countries.
