The memorandum sent to Sanchez Taboada follows: The first time our comrades, the miners, participated in the Federal Chambers was during the regime of General Lazaro Cardenas, when the Union had eight Federal Deputies for the States of Nuevo Leon, Coahuila, Baja California, Sonora, Guanajuato, San Luis Potosi, Hidalgo, and Zacatecas. Later, during the administration of General Manuel Avila Camacho, the Union lost some positions, only six of our comrades (for the States of Hidalgo, Coahuila, Baja California, an Luis Potosi, Zacatecas, and Sonora) remaining as deputies to the Chamber later, in the campaign of Lic.. Miguel nleman, as already decided by our Executive Committee and-the Party (PRI), at that time directed by Dr. hafael P. Gamboa, some positions in the Chamber of Deputies were relinquished in exchange for a seat in the Senate; and the only ones who remained in the Federal Chambers of the Government of Lic. Miguel Alemsn were the Deputies from Coahuila, Zacatecas, and hidalgo, and as Senator from Nuevo Leon, Comrade Juan Manuel Elizondo. This is the first time that the Miners' Union has been represented in the Senate. (PC`'),through an agent in the union, The name of the person who purloined the documents from the files of the liners' Union is Carmen Herrera,. Source stated that Carmen Herrera is used_by Dionisio Encina, Secretary General of the PCM, to keep him informed of the official and secret acts of the 1.1ners' Union. Our reasons for explaining which positions we desire are that we do not wish to engage in fruitless agitation and we wish to be ready to notify our union "locals" in order that they may choose as candidates comrades having the sympathy of the local and having in part the backing of the PRI0 Therefore,, we are requesting the following positions as Deputies: Zacatecas Nuevo Icon Hidalgo Coahuila Chihuahua Sonora San Luis Potosi Baja California 4, We hope that you will call us in order that these terms may be clarified since our Union has tried to assist the government in every possible way and respects completely the opinions of Lie. Miguel Aleman, President of the Republic, For this reason we believe. that we have a right to greater participation in the Chambers., which we consider a guarantee both for our comrades and for the government so wisely directed by Lie. Miguel Aleman." 5~ The memorandum addressed to President Aleman is very similar in content to the one quoted above. It makes the same request for legislative posts in return for collaboration with the PHI, but goes into greater detail regarding certain politicians in the various states, with specific references to persons known to Miguel Aleman0 6, Copies of the memorandum addressed to Sanchez Taboada were sent to President .Aleman, Senator Carlos I, Serrano, General Teofilo R. Borunda, Secretary General of the PHI, and Deputy Eugenio Pradoo Copies of the memorandum addressed to President Aleman were sent to General hodolfo Sanchez Taboada, Senator Carlos Io Serrano, Adolfo Ruiz Cortinez, Minister of the Interior, and Haul Lopez Sanchez, Governor of Coahuila, who was commended in the memorandum for his cooperation with the Miners4 Union.
