Carlos Arturo Aguirre and Pedro J. Abella, members of the Central Executive Committee of the Communist Party of Colombia (PCC) and of the Colombian Workers' Confederation (CTC), have been attempting to organize a union which would be known as Asociacion de Ex-Agentes de la Policia National. The group would be composed of approximately four thousand fouier members of the National Police who were discharged as a result of the 9 April 1948 uprising. An applica- tion for "legal personality" was made to the Ministry of Labor, and the union was planning to affiliate with the CTC immediately after receiving legal recognition. 2. The Ministry of Labor refused the application stating that such an association did not fulfill the requirements for a labor union as established by law and that its purpose was not clearly established. Acosta Lafurie, Secretary of the Ministry of Labor, stated 'that it would be a serious error. to permit the affiliation of a semi-military organization to the CTC since it would constitute a force capable of interfering in labor activities and prejudice national security. He added that the privileges granted the CTC by law were intended to protect the rights of the laborers, and not to provide cover for semi-political or semi military organizations.
