1. The Shanghai branch of TASS is closely connected with the local office
of the All-Union Association for Cultural Relations with Foreign
Countries (VOKS), which is under the direction of G. V. Kryukov,
Soviet vice consul. Comment. G. V. Kryukov is reported

at the Shanghai consulate general.)
2, Directives from Moscow with regard to propaganda for Chinese consumption
are passed on to the jolists and other workers concerned at weekly

4. Instructions with regard to propaganda directed toward the Shanghai
Soviet community are passed on by TASS or the Soviet consulate general
to the Culture and Education Department of the Soviet Citizen *
Association (SCA) and to the Soviet Citizens' Club.
5. Materials for lectures are supplied to the Culture and Education
Department of the SCA by TASS or VOKS. Lecturers are instructed to
follow closely the materials supplied. Their lectures are examined
and approved by TASS.
