REPORT NO.
1. At the instigation of the Lebanese Prime Liinister, Riyad Sulh,
President Qurmatli of Syria has approved a financial agreement
between France and Syria. The agreement will be of six years
duration and will be termed a "liquidation of outstanding debts,"
2. While in Paris, Riyad Sulh succeeded in persuading the French
Government to promise arms to Syria as an inducement to Syria
to sign the financial agreement. Although the Syrian Minister
of Finances Wahbi Hariri, was opposed to this agreements he
signed it on 18 November at the request of President Quwwatli.
