SED Plans to Sabotage the
5 December Elections in Berlin
At the end of October or the beginning, of November 194", ",ED leaders were
told by the Soviets to make cure that there should be no appreciable par-
ticipation by Berliners of the Russian Sector in the 5 December elections.
2. The S ED therefore proposed and the Soviets agreed that 5 December should
be rroclaimed "Aufbautag" (Reconstruction Day).
3. About 9 November, a reeting TJae attended by representatives of the SED, SED-
controlled organizations, and the NDP, as wall as by certain foviet officern.
It was agreed that as many workers as possible should be kept away from the
elections '7- actual work on bomb danape and by "workers'' demonstrations".
