SUPPLEMENT TO
1. Pedro Beltran is reported to be continuing his attempts to bring Senator
Luis A. Flores, leader of the union Revolucionaria (OR), closer to the
Odria regime in Peru. At a recent meeting between the, two men, Beltran is
said to have assured Flores that the present Government wqs not merely a
prelude to rule by ';anuel Prado. Prado, according to Beltran, would not
have the support of the Odria Government, should he attempt a "presidential
campaign".
2? Flores, whose opposition to Prado has been previously repo-t-ted in~
is said to ::>a?e stated that he did not contemplate taking any political step
for several weeks. One reason for this decision is that the Government has
indicated that meetings of the Independent Senators and Deputies would not
be opposed. Flores therefore desires to sound out that group before taking
