more difficult because pains had been taken to have all cars
closed tightly and Russian guards have.been closely watching
the trains during stops in Frankfurt/Oder.
An unusually large number of officers was among the military
leave personnel in both directions; about 12 or 13 cars of
every transport were reserved for officers and employees of
military government of officer rank.

of approximately 20 planes each, was sighted over Frankfurt/Oder.
The planes proceeded at high altitude and appeared to consist
mainly of bombers, with a few fighter planes. During the second
half of September, Russian fighter and reconnaissance planes
have been flying over Frankfurt/Oder in the daytime and at night,,
singly and in small groups of three to five planes.
3. Diming the month of September 1948, 135 empty trains returned
from Russia and moved through ;c;ankfur t/0der. on their way to
Germany; a few of the cars were loaded with large iron bars. In
addition the following westbound transports were observed moving
through Frankfurt/Uder:

The former camp for "eastern workers"'in Elsterwerda has been
occupied since approximately 12 September by a?group of German
civilians, 18 to 25 years old. The men have been taking part in
field exercises and have been receiving instruction in the handling
and firing of infantry rifles. The men are SED members'and say
they belong to the "Volkseigene Schutzpolizei" (People's Own
Security Police).
