The act allegedly had been committed by "criminals" of the "Legion Condor".) 1. The Legion Condor is an ultra-nationalist organization composed of extreme right-wing elements of Argentine Nationalist groups. It was formed origin- ally by dissident members of the Alianza Libertadora Nacionalista (ALN) who had disagreed with the ALN proposal to combat and suppress the influence of Communism and Soviet Russia even at the expense of entering into an alliance with the Western powers. The Legion's policy is directed not only against Russia but against the United States, Great Britain and other Anglo-Saxon nations. 2. The Legion is particularly well-established in the suburbs of Buenos Aires and in the Province of Corrientes. It includes in its membership many high- ranking army and police officers and several important government officials. Former members of General Peron's one-time powerful secret army organization, GOU((Grupo de Oficiales Unidos) are affiliated with the Legion. It is be- lieved to be connected with the Asociacion Defensa Social Argentina (ADS&), The following are among the more important Argentine members: General Filomeno Velazco, ex-Chief of the Federal Police, now Inter- ventor, of the Province of Corrientes; General Oscar R. Silva, ex-Chief of the Casa Militar of the. Casa Rosada; Father Virgilio Filippo, former Ecclesiastical Aide to the Presidency, now a National Deputy; 3. Admiral Leon Scasso, ex-Minister of Marine. The Legion has demanded that no Communist immigrants be allowed to enter Argentina and that tht Immigration Department carefully investigate the back- ground of all prospective immigrants. It has men in the section of the Immi- gration Department which reviews prospective immigrant applications. The Legion also is opposed to the entry of former Polish soldiers who fought against Germany during World War II. The police are now trying to determine whether the at- tacks against the Communists are being carried out because of the Legion's hatred of Communism or whether the Legion is serving a warning to the Peron Government to discontinue commercial negotiations with the Soviet and Soviet satellite countries.
