1. The Volksausschllsse (VA) in Thuringia were ordered in raid August 191 to
complete all organization work ir-.auediately. Office .pace, cor unications
equipment, automobiles, and personnel were irnadiately made available for
the State VA and the twenty-four Kreis VA in Thuringia. Each office tags
given "RASA" telephone equipment, providing direct contact with Berlin and
all parts of the Russian Zone without recourse to the Reichspost telephone
net*.-oork. Teletype equipment, an exceedingly rare itern, was also provided.

2. The VA are described as the future Soviets of the Russian Zone, The make-
up of the central committees has not yet been definitely decided. The SW
