1. A clandestine workers' movement is developing in El Salvador, with the goal
of founding a new labor party. The name Partido de Oposicion Democratica
was proposed and adopted at a meeting on 24 August and the party was declared
in existence. Little further organizational detail was enacted, but
rather left for a future meeting.
2. The tenor of the meeting was one of urgency, and a lack of definite
preparation. Discussion leaders were the University students Abelardo Torres,
Atiiilcar Iartinez and Antonio Dias Zelaya. The point stressed was that the
time had come for such an organization to be formed, and that an ideological
program would soon be presented. Source indicated that the urgency implied
might be in answer to Julio Fausto Fernandez' call for abstention from voting
and the organization of a workere'..party. It might, however, be a political
maneuver on the part of Rodolfo Jimenez Barrios to organize a party to back
Colonel Asoeneio enendez or even to go: along with President Castaneda's
plans for continuing in office.
