A program to take control of the Caribbean area, by force has reportedly
been agreed upon by Arnulfo Arias, J?m,n Jorge Arevalo, and one General
Rodrigues. Others reportedly involved in the plan are a Dominican
Major (feu) Ornes, the Dominican Colonel )iiguel Ramirez, a Panamanian
named Nicolas Ardito Barletta, c Honduran colonel named Francisco Morasan,
and Roberto Arias.

28 August from Costa Rica and Cuatemala against Rey Island and luerto
Axuuelles, r'aanama.. Guatemala is to provide arms, and the Elliot Shipping
