On 3 July 1948, Police President 1?4arkgraf instructed all central police aut'norities.that in the future the reports on police activities need no longer be submitted to the occupying powers. Reports will be pre- parod as before but copies will be sent only to the Desernat number one of the Police Prdsidium. 2. On the saw day,14arkgraf issued written instructions forbidding police authorities, specifically members of central headquarters, to have offs- ciai contact with representatives of the Allied Powers except on specific instructions from the police president. Furthermore, central headquarters officials were forbidden to participate in conferences and.msetiri> called by Allied authorities. The only exception to this rule arplies to police officials who are permitted to deal with the authorities of the sector uhere they are on duty. ll - AAla'~ RAL INTELLIGENCE AGENCY FORMATION REPORT REPORT NO. Latest Soviet Efforts to Control the Berlin Police On 4 July the Sector Police, acting on instructions from I Markgraf, attempted to rove vehicles and supplies from the police warehouse and rotor pool in the American Sector. This was prevented by the quick action of US Sector Polite. 4. Two days later,Dahier, Inspector of the Schutzpolizei, reported that dur- i$v the past three days officials of the Brandenberg f'olice and the GAI attended conferences -In the headquarters of the Berlin Schutzpolizei. 5. On 6 July, Chief of Police Coramsnications Kliesch was ordered by Soviet Lt. Colonel Koteshev to move his organization into the new building. KlIeech stated that his office was subordinate only to the Allied Koman- datura; therefore, he could not accept the Soviet order as valid. Kona sherv replied that the Kamendatura was non-existent; that the Police Pr sldiu and subordinate officers were subject to Soviet orders only. Kliesch was warned that, unless the rove was accomplished before 12 July, he would be tried before a Soviet tTilitary Court. 6. I4agistrate cos aandants called a meeting for the afternoon of 8 July to consider the police situation.
