1. Revolutionary plotting in Ecuador now appears based upon the possibility of
the Conservatives winning the Presidential elections, which are to be held on
6 June 1948. General Luis Larrea Alba, colonel Carlos Mancheno, General,
Alberto Eanriques Gallo, Dr. Jose Vicente Trujillo, and the Communists would
participate in such a revolt against the Conserrativea. In any event, latent
forces are ready for a coup regardless of the outcome of the elections, but
definite plans are not known at the present time. Almost any incident would
touch off these forces before the elections.
The Minister of National Defense reportedly learned of plans for a revolt to
be staged on the night of 3 June by the -Enrique: forces, using the h?ariscal
Sucre, Artillery Grsun., the Quito Tank Corps, and possibly the Vencedores
Infantry RegimM~.
3. The Government is also aware of the active plotting of Manchen, and Larrea
Uba. Both are being carefully watched and will be arrested on any definite
sign of trouble.
4. Lt. Colonel Cesar Alfaro, Deputy Chief of Staff, is known to be plotting on
behalf of I nriques.
